i just got word that in all congregations where the annual meeting is being streamed, any donations received that day, even if put in the box for the local hall must be sent to the branch immediately.. there will be an announcement made before the program starts for this arrangement.
so the extra electric needed that day, heat/ac that the congregation has to pay for does not matter.
all money donated that day has to go to the branch..
The principle was highlighted back in March 2017, the recent letter, from October 2017, was just a reminder with a small update regarding temporarily re-labelling the local congregation contribution boxes to be for the worldwide work.

Stars from the UK’s film and television industries gathered tonight in support of BFI LUMINOUS, the biennial fundraising gala presented in partnership with IWC Schaffhausen. LUMINOUS’ special guest speaker Oscar-winning actor Tilda Swinton was among a host of luminaries who came together to celebrate UK film, raise money to ensure young people from all backgrounds can engage with the medium, and champion new talent and emerging filmmaking voices.
The evening culminated in the award of the coveted IWC Schaffhausen Filmmaker Bursary Award in Association with the BFI to Daniel Kokotajlo, writer/director of Apostasy, one of the UK’s most exciting new filmmaking talents. At £50,000, it is unique and one of the largest prizes for the arts in the UK, offering talent at the beginning of their career the gift of time, allowing them to grow and develop.
The Jury for the IWC Schaffhausen Filmmaker Bursary Award in Association with the BFI commented:
“We were unanimously moved by Daniel’s compelling and extraordinarily powerful debut Apostasy. We were very impressed with his delicate approach and skill at drawing in the audience and creating a subtle but incredibly affecting piece of work. We were also struck by his process – his commitment to research, lengthy workshopping and collaboration with his performers – something we felt that he would be able to develop with the benefit of this Bursary. We are excited to see where Daniel goes next and how this extremely distinctive and exciting new British filmmaking voice evolves.”

Ray Frankz: The "new" thing is that the Special talk that is given near the time of the celebration will be now given by a branch representative or governing body member and then everybody will watch through the screen.
Pardon? The OP is about this weekend Saturday 7 and Sunday 8 October 2017.
The Special Talk - presented as a pre-recorded video - is being held on Sunday 25 March 2018 for most congregations (ie week starting Monday 19 March) - unless you have a circuit assembly for circuit overseer's visit, in which case you'll have the Special talk a week earlier.
I understand most congregations will have a local Branch Committee member give a 'model public talk' (pay attention elders and ministerial servants!!). I do not believe any of the Governing Body will be recording a Special Talk - what is your reference for saying they will be, please?

So they went from saying that money that went into boxes marked "Worldwide Work" should go to mother, and money that went into local boxes stayed local, to demanding that ALL boxes be marked "Worldwide Work"!
I think it depends how many steps back you go.
The letter in March 2017 appears to follow the same principle as the most recent October 2017 letter, with the exception of the temporary labelling of the Local box (to local congregation) to become a Worldwide box (sent to WT Bethel)
Was there previous direction regarding contributions during WT broadcast events at KHs?

That's an interesting, but subtle and very specific change to the previous directions the WT have sent to congregations regarding the labelling of the contribution boxes...

when does the number of memorial partakers get released for 2017. i was wondering if the number will surpass 20k.

The example attendance/partakers I provided above, for a Memorial held on Tuesday 6 April, was printed in the August Kingdom Ministry (although it would have needed to have been printed and distributed to congregations just before the start of August)

That was what stood out to me.
The percentage decrease in the number of partakers from 1975 to 1993 was:
Worldwide = 17.6% decrease
America = 21.8% decrease
Britain = 63.9% decrease
It was also interesting that American partakers generally accounted for just under half of the worldwide total number.
