The explanations of Quetzal and hisclarckness are yet totally in accordance with the datas everybody can find.
If you look the datas on two axis (ethnicity and social background), it's clear that criminal rate by ethnicity in a given socio-economic background don't depends on ethnicity
We can see easily too, than if blacks are 13% of the population but are involved in 50% of crime, it's because these 13% of blacks represent in the same time 50% of the poors.
Then, they don't commit crimes because of their ethnicity, but because of their social background!
And in a country, where 13% of black people represent 50% of the poorest, it's exactly what is called a "systemic racism" (Nothing to see with laws or right)
And it's just a report, not a judgement, because as a french, we can't teach lessons on that subject, it's almost the same here!
