No it doesn't. It only applies to Delaware law. The reason the Judgement was denied was not because the related law (909) did not apply to JW but because the Court found "genuine issues of material fact" regardless of what 909 literally means or potentially can mean.

Elders for the WTBTS are not acting within the law by using the Clergy/penitent privilege. IT DOES NOT APPLY TO THEM. -DD
You mean the Court is wrong because that is what they decided in their "Opinion". They get to decide, and they determined that IT DOES APPLY TO THEM.

The JW do not have clergy...or is that doublespeak too?
What term do you like to tell the Court to use to describe JW elders acting in their appointed capacity? Choose whatever term you like. But in-spite of what you like, the related law protects JW.
