beijing has cajoled major us players such as google, microsoft and yahoo into adapting their sites and services to suit the censors.
My sister lives there.
She has internet access, and says it is HIGHLY censored, AND records are kept of where she goes on the net.
Also, her email is censored; she can't write or receive anything that references God, Christ, Christianity (or religion in general).
If she 'breaks the rules' she gets booted from the country.
If a chinese 'breaks the rules', he/she often goes to jail.

when i turn to respond, several of my draft documents slide out of my daytimer and (spat!

ok... here's my read.
I have a pretty good idea what it takes to get a sexual abuse case criminally prosecuted, especially when the victim(s) are minorities. DA's in most states prosecute less that 10% of sexual abuse cases reported to police, for various reasons.
For the case to have been prosecuted AT ALL means the DA believes she has a proveable case with believable witnesses. Generally, it also means significant physical evidence or prior victims exist.
OF COURSE the man is innocent until proven guilty, but no prosecutor brings this kind of case without significant assurance that she can make her case. (BEEN THERE, done that...)
