Jeffro , I was writing in the context of asylum seekers boarding a boat from Indonesia where they fly into Indonesia because to fly there a passport is required to board a plane.
And no I don't believe a genuine refugee would have a passport in most cases

As I said before asylum seekers could board a plane and fly to Sydney without problem because the Australian visa wouldn't be checked at departure. At Sydney airport they would ask for refugee statis and Australian officials would have to investigate to determine refugee statis. The reason this approach is not popular is because at departure their passport and boarding pass would be checked nothing more. An asylum seeker holding a passport is at a great dissadvantage because checks can then be made of that persons claims.
Australia has a refugee policy only if we accept genuine refugees because our government decides how many refugees we will accept each year and when the quota is met we have fulfilled our responsibility as part of the world community and one of the few countries such as the US , Canada and some European nations. Thats Why it's important we are very sure who we are giving refugee statis to. Amanda Vanstone said in a TV program it's very hard to go to a refugee camp in other countries with meager facilities and tell a 12 year old girl that has been there all her life that Australia has allready taken its quota of refugees and there is no room for her.

The average wage in Afganistan one of the poorest countries in the world is in the vicinity of only 100$ per year and as some have pointed out for the average person even if they have property and are in a war zone it must be difficult to organise an auction with bullets flying around and even be able to hear the amounts being offered on the said property.
Anyone from Afganistan that comes on a boat even if they are genuine has had a privilaged lifestyle.

Still thinking , Bob Carr recently said they are economic refugees an i would agree with that in most cases the real refugees are the ones in th ecamps in Indonesia , Hong Kong and other places waiting for years to be given residency anywhere they are welcome even in a poor country.
Why don't these boat people just fly to Sydney and claim refugee status? It would be much cheaper than paying up to 10000 dollars to a people smuggler and they would be safe. The obvious reason is that they then wouldn't be able to destroy there documents the very documents they used to get into Indonesia in the first place. The flight to Sydney is only a few hundred dollars more from anywhere in the world compared to the flight to Indonesia. Barry

It is claimed by asylum advocates that many asylum seekers enter Indonesia with false documents and this is why those documents are destroyed but the program I saw this was brought up with the belief it would be better to supply even forged documents as this gives some evidence to follow up claims being made.
When the new policy was announced asylum seekers in Indonesia have said they now wouldn't make the trip to Australia but would register with the UNHCR. Which is a requirement for their claim through the proper channels. Why don't these people register? According to law they are required to register at the first place of safety not travel half way around the world and pick the richest country they can find. Barry

A program on TV during the week on ABC I think there was a Liberal party man and a LAbour party man. I don't know their names I don't follow politics much. The very arguement was used above that under Labour 90% are put to the back of the que because they have no papers but under the Liberals that 90% would not be settleled in Australia because they have no proof of who they are. Both the Labour and the Liberal side didn't refute the 90% figure.
I have a customer a lawyer who wrote the United nations refugee laws into Australian law and have asked him many questions about people who come here without papers and Australias obligation. I asked him specifically about the 90% and he said that was about right. Mr McGilvary is from the states and loves baseball. He plays in baseball teams here in Canberra even though he only has one leg.
You are right though most illegial entrants come here on planes.

I think if we have a imigration policy to settle genuine refugees we should settle the ones in the camps because we know they are genuine. We certainly can't be sure about the ones who fly to Indonesia on an aircraft and do have documents and those same documents are lost between Indonesia and here and then we just have to take their word for it. Julia the percentage of asylum seekers destroying their documents is 90% and under the Liberals that 90% was automaticaly not regarded as fair dinkcum refugees. Under Labour that same 90% were just put at the back of the que which wasn't very far back. The interesting thing here is that it is also quoted that 90% of boat people are settled here as refugees. Is that the same 90% that destroyed their documents? Barry
