That's a leap. Perhaps he merely meant that people could finally take jobs that were more in line with their passions and desires, healthcare would cease to be the deciding factor in career choice. This might lead to greater innovation and productivity in the American private sector, leading to greater economic development; but maybe that's the idealest in me.
