The size of this place is overwhelming, as is the stench. It's right up against Highway 5 in the Central Valley, and for about five minutes while passing it at 70 mph you want to hold your breath. Every time I pass it I'm reminded of how flat-out disgusting this kind of operation is. I'm no vegetarian, but I never feel like eating beef after smelling that place and watching all those cows living in their own waste. Mounds of shit are pushed up by bulldozers, while liquid wastes just seep into the ground. Unfortunately, I do not believe Harris Ranch uses mathane capture systems... someday they probably will, there is just too much money to throw away by not doing it.

If we would knock out the subsidies, the real cost of that T-Bone steak would become more apparent, and people would consume less beef. We may not need to install a pigovian tax scheme to price in the negative externalities, removing the incentives might do the job.
I agree that pigovian shemes are a last resort, and that dis-incentivising is more desireable on one end than penalizing on the other. But something in me thinks that it won't be all that easy to remove the long-entrenched "farm" subsidies this nation has. (In my mind, there is no reason why food production shouldn't be treated as any other kind of business sector (or mass transportation for that matter), without taxpayers supporting corporate profits.)
Another angle of this is gov incentives for methane-capture from cattle waste... probably a much better route than a fart tax. These system are already in fairly wide-spread use, but it seems not among the major cattle-raising corporations.

My point exactly. Corn is subsidized by taxpayers. Corn is a primary component of the feed for of cattle. Thus, the raising of cattle is in part subsidized by us subsidizing corn. If you discourage methane production with a tax, the feed that increases methane production will also be discouraged (corn).
The obesity and sin food taxes are on the way. It's the first step towards a national sales tax. A national sales tax is going to supplement the income tax. The sales tax will cut US consumption and, like gasoline excise taxes, be a burden to the poor more than the rich.
Consumption taxes can be regressive (meaning that rich get richer and poor get poorer). In order to not be regressive, there would have to be some sort of rebate system. The regressive nature of consumption or sales taxes is why there's no sales tax on groceries (at least not in most states).

There are vast swathes of land that are not arable yet are perfectly suitable grazing lands for cattle and other ruminants. It is not zero sum, if done properly.
Agreed, but there are also many lands in the West which have ecological value but that are over-grazed by cattle. Even if the land isn't arable, cattle grazing can greatly contribute to degradation of the water supply. Also, a lot of energy is funneled into raising cattle, energy which is susbsidized by taxpayers (e.g. corn, transportation).

Good. Raising cattle has a lot of externalities that make it a very expensive food for society to subsidize.

Another dimension to this, is that the Society is in effect just throwing a bone to those JW sisters who have been troubled by this matter for years. It reminds me of another teaching that the Society tried to expound upon regarding whether those who had lost wives or husbands in this system would be with them again in the new system. For years, it was "no, they'll be like angels, and whatever that means, blah blah blah." THe most recent word, however, is basically, "we don't know."
