I'm confused by this. How can they attest that Oto is not a member if they destroyed all record of him? If they don't have any record, how can they know with certainty that Oto was at one time a member? Theoretically, Oto may never have been a member but considered himself one as an "interested one" when the organization did not consider him one. I find it strange that without records, they can attest with certainty that he isn't a member- as, they could just as well attest that he was never a member...seeing as they don't have any record of him! In which case, why shun someone who was never a member?
