personally, i think it's not our job to make sure aid is provided for humanitarian needs.
if the government refuses the help, why should we force aid?
Yes, they do have oil. Which is why they don't want the US or the UN ( a puppet of the US ) in their country. Or for that matter any aid with catches attached which the US is known to add after the fact.

It's no fun to play alone either, so if you don't have enemies, well you create some. Yes, that is why impeachment exists. Also when Bush's term is through he will have a date in the Hague if should decide to go to Europe or Asia.

Also let's add to the discussion the fact that Japan was isolationist up until a certain country forced trade down their throats. Guess which one? So who fault was it that Japan industrialized and was able to get to the point it could attack the US and China.

Bombings and imperialism is necessary for the survival of the US. Has to be top dog or wind up with scraps.

Pretty much the US didn't care who won as long as they bought weapons, oil, and steel. Same with Stalin, and Hitler only when the Japanese finally attacked and the Germans bit off more than they could chew did the US get in to WW2 on the allies side. Even then there was a call in the public to just attack Japan and not get involved in another war in Europe.

Up until Pearl Harbor the US was playing both sides. They were secretly aiding China while selling oil to Japan. When Japan started winning the US stopped supplying oil to even the field up. The Japanese took this to mean the US was going to come to China's aid after all.

The US has oil interests which also in bit of irony the US used to help start it's involvement in ww2 by refusing to honor an oil supply agreement with Japan. Which forced Japan's hand and pushed them to war with the US.
(BTW the US was perfectly happy to supply the Nazi's with oil and steel while they were waiting for a side to start losing all this while Jews were knowingly being slaughtered see Geoge W. Bush's grand dad's wartime conviction for the details)
