Personally, I think it's not our job to make sure aid is provided for humanitarian needs. If the government refuses the help, why should we force aid?

No, leave them alone. They don't want our help.
But there are plenty of American's babies who need our help.

Give assistance to those within our country first. And if a stupid junta refuses help.....Blank them!

Exactly.
There's no point in causing conflict for a population in a country (even though they are in dire need) when the government will make its people pay hell for what we'd do.
It scares me to think if we were in their shoes here and the government blocked help! I feel bad for them.
