who decided what songs would be 'deleted'?

I've heard before that the removal of some is due to them being unsingable. If that's the case why have they lasted so long and why were they included in the first place.
If I decide to write a song, who decides whether it should be included and on what basis?

i just felt the need to express my thoughts on the matter of "stumbling others" in the congregation.
they tell you that you are accountable for your own soul and responsible for your own spirituality, and then they tell you that you can't do something if its going to stumble your brother.. if a brother/sister sees me doing something not condemned in the bible but maybe is a matter of conscience and he/she is stumbled...why is that my fault?
what makes me accountable for that?
The scriptures cited re 'stumbling' are always misquoted in particular Rom 14 where the context relates to matters of faith, to days that some considered holy, to meats that some thought defiled as stated in (wt Dec 1 '77 p.722).
The WT also said in 1978; "To cause another to stumble would be to incite him to sin, for sin is represented in the Bible as a fall." (wt 78 3/15 p15)
Not forgetting that these 'stumbled' ones obviously do not love Jehovah for as the psalmist so well said, "abundant peace belongs to those loving [Jehovah God's] law, and for them there is no stumbling block." (Psalm 119:165)
The insight book states under 'conscience'; the WEAK one should consider his brother, striving for maturity by getting more knowledge and training so that his conscience will not be easily offended, causing him to view others wrongly.

why do people idolize other people such as the 'famous' in film, music or sports or even in 'the congregation'?.
why do people 'look up' to or 'look down' on other people?.
i thought the bible teaches that we are all equal!.

i seem to remember when i was younger reading an article talking about people who probably wouldn't be resurrected, those who turned their back on jehovah being the primary example.
i can't find the article to cite though, does anyone here know which article mentioned this?.
Doesn't the Bible say that "the wages of sin are death".
Therefore ALL those that have died have paid the price.
Therefore the slate has been wiped clean and they can be ressurected to have the same chance as Adam and Eve?
The opportunity to serve God (or not) from a perfect start.
So in answer to the original question; I would say Adam and Eve.
