She is a convinced member of Jehovah's Witnesses - and got to know the alledged head of the gang at a meeting of the denomination. Her husband - brother of the former County Councillor - also belonged to the religious association and obvioulsy tried to recruit persons for the network there.

Multiple Jehovah's Witnesses are involved in a health insurance fraud in Germany, with a total amount of loss of ca. 1,3 million Euro.
A 56-year old pioneer 'met the head of the gang at a meeting of the religious group'. He hired her for nursing his grandfather for a monthly salary of 4200 €. After two days, she reported sick - and health insurance had to pay sickness allowance (basically the same amount that she would have earned). After two weeks, she was fired, whereupon she got unemployment benefit. News says that her husband was also a Jehovah's Witness and 'tried to recruit more members for the network in the congregation'.
They played this game multiple times, with several bogus firms etc. Officials finally noticed it when one women was 'hired' for a monthly salary of 134,000 € and got sick immediately after starting, which would have brought her ca. 170,000 € sickness allowance.

There have already been field service report slips in Paul's day.
Really, when I left I had a discussion with the elders and told them that it would be unbiblical to report field service hours. One elder replied that there must have been field service reports in Paul's day, otherwise he would not have been able to give counsel to the congregations.

An average witness in Germany takes roughly 100 years to convert ONE person. (27 million hours for 2600 baptisms, ca. 9 hours/month)
But if 40 % of these are through informal witnessing, so that only 1236 of the 2600 baptisms are through the regular work, it would be be 166 years for an average publisher to convert one person in the regular ministry.
Given that 90 % of the baptized persons are children of witnesses (so that only 10 % are outsiders and 60 % of these 10 % were gathered in the door-to-door work), it would be 1660 years to convert ONE person through the door-to-door ministry.
