I would say all shift work is disapproved! I know of an elder who had to give up his position due to shift work.

It is a cultural thing as others have pointed.
In my native tongue we have a special word to address people who are the age of our parents. But there is no translation to this in English so the alternative is Uncle/Auntie. This is done just out of respect and not using the persons first name.
This is done inside and outside of the congregation and it is not something tied to JWs only.

Before WT supplied them there was a brother in France or Spain providing them for around €100. I think this was the case for a year or so. Then suddenly congregations received a letter asking them to stop ordering them privately and the trolleys are now part of the literature order but the congregation has to pay for them separately.
As phizzy mentioned the cost a congregation has to pay in that range. The cost involves the cost of making the cart and shipping.

if there arent two witnesses to the accusation, it goes nowhere, including not being reported to the authorities.

This scenario is based on JW family - non JW family will behave differently, i.e. call police immediately.
One minor reports an abuse to his parents, first thing the parents will do is call an elder who is friend of the family and explain the situation. That elder will then discuss with another elder and ask the parents and the child to relate in details what happened.
After their discussion the elders will contact Bethel Legal department and ask for guidance. At this point they have instructed the family not to contact the police until further instruction from bethel.
What bethel decides, i have no idea what the process they follow. But i assume they ask to make sure that the child is not making it up. Maybe they advise the elders to ask for specifics, or even talk to the abuser and check with him if this is true or even worse put all in one room to confront each other!
If the child insists and the abuser refutes the claims, god knows how you solve this with professionals!
The aim of this is to keep the peace and harmony within the congregation.
The things they are not taking into account is that the child needs support not interrogation. Moreover, the above scenario exposes the child to confront the abuser which may cause more harm emotionally. Trust is broken and the child has to bear the consequences from his family.
In the second scenario abuser has 2 victims they come forward, they get interrogated by the elders, possibly confront the abuser, legal department contacted and they give their approval to DF the abuser.
Abuser gets DF'd and parents are informed if you want to contact the police you are free to do so!
Both scenarios are true but the whole process is wrong, one witness 2 witness or no witness. Child abuse should be dealt by police and specialists not congregation elders who barely can sort issues within their own families.

BUT, and this is a big BUT, if it was one minor reporting it there would be an issue verifying it and credibility in addition of making sure the minor is not making it up. Not sure what the situation would be, since they told me it would very tricky since such accusation can ruin individuals or families if they were untrue. But if there were 2 or more abused, on different occasions, then each one of them is considered a witness.
So i think whoever needs to verify, needs to ask the precise question (the 1 million dollar question), what if the abuse was reported by one child, how do you deal with this!

Checking the numbers, i also had similar question on why the ratios are so low. The issue is that we cannot compare them with anything else. Moreover the peak published figure is always misleading and skews figures.
Another issue with the 9,845 bible requests, how many of them actually studied for more than 4 weeks or still studying or even started studying?
And what is the issue of converting hours spend to years? So if there was one JW and 7 billion people, does he need 221,000 years to preach to them? it seems they need to work on their Stats department and get them trained to produce meaningful numbers that can be verified and make them look professional not clowns.
The average hours per publisher is 19.7 hours per month which i believe is very low for a religion who claims all they do is preaching and investing money in preaching and expanding - this figure included the doing nothing time at metropolitan and cart/trolley witnessing.
Anyway, at the meeting i will be hearing: We are now more than 8million!!! and we spent 221,000 years of hours in ministry in one year!!!
