The only type of speech that needs 1st Amendment protection is UNPOPULAR speech.
I think reasonable people can agree that staking/harassment are different than 'annoying' comments and offensive talk, etc.
Such a law could be exploited to silence unpopular speech. Just my two cents.

hello everybody, so i've been out of the wt for almost a year now.
i did go to the memorial last year, but that was pretty much the last meeting i attended.
thing is, as a born-in, i have never missed one, this will be the first.. don't get me wrong, i have absolutely no desire to go back, but after all these years there's a weird feeling about it.

i've known this elder for years.
when i was in the borg he told me how he was in the music business before he became a jw.. he made a point of telling me how ruthless it was and how he had been ripped off for thousands of pounds.. he did many talks from the platform over how as a young man he was involved in a typical 'drugs, rock and roll' lifestyle and how becoming a jw changed his life.. there was a young guy in the congregation who was particulary interested in music.
this elder counselled him that it was ok to do it i.e.

they are not to question, speak against the teachings of, or disobey the fds.. however, the fds's teachings change and many past teachings are now seen as incorrect.. still, though, jws are to completely and unquestionably obey all teachings of the fds, no matter if they personally believe such are wrong or if they carry severe consequenses.. .
Yes, this is how cults work. The leader(s) gives the orders, and everyone must obey or be excommunicated.
there may not be any specific plan to end the "preaching work" but that doesn't mean that things can't evolve into such an outcome.

Most cults keep their members very busy, by design. For the WT, the preaching work (and the numerous meetings) serve to keep them busy. When they are not participating in these things, they feel guilty, which helps the leadership control them further.
