The only reason I can think of would be to reduce legal exposure. They want to create a scenario where they are not liable for the activities of congregations, elders and individual publishers. Maybe this is a step in that direction.

l recently went to watch green book , which l thought was excellent , it had everything , it took me though the whole range of emotions , from anger to joy , laughing then wanting to cry .
the quiet dignity of dr shirley mixed with volatile nature of tony lipp and seeing their emerging friendship was wonderful .

Ireland has said that it doesn’t want a hard border on the island, and the EU have said “we’ve got your back on this” - SBFIt is Westminster who are saying there will be no hard border in Ireland under any circumstances. The EU are insisting there will be one if we don't agree a deal.
