The Jehovah Witnesses organization is essentially a incorporated company. The commitee making descisions on disfellowshipping is sort of an board of directors or managers. If an elder trangresses he is removed or stepps down. It would be the same in a company, if a board member was stealing from the company or using the company for illeagal practices. Once reinstated elders start out at the bottom; once a presiding overseer now lowest member in committee[service committee]. Some congragations have only one or two elders and for 100 members or more. It's very hard under those kind of conditions to maintain order. Would someone asks two or three people to supervise 100 workers, and make sure no one makes mistakes. Its very hard. No one is perfect...
