A Chinese company wins the tender for the supply of new carriages for Boston rail. Contract includes local (USA) content and final assembly.
From the Railway Gazette
China Northern wins Boston metro car order
23 Oct 2014USA: Massachusetts Department of Transportation board voted to award the CNR MA joint venture of China CNR Corp and CNR Changchun Railway Vehicles a $430·2m contract to supply 284 metro cars for Boston’s Red and Orange lines on October 22. An option for 58 cars would take the value to $566·6m.
CNR said the order means it now has global coverage, having contracts in Asia, Europe, Africa, North America, South America and Australasia.
Massachusetts Bay Transportation Authority had received proposals from Bombardier, CAF, CNR MA, CSR Qingdao Sifang, Hyundai Rotem and Kawasaki Rail Car, which were rated for technical and manufacturing experience, past performance, quality assurance and price. CAF did not meet performance guarantee requirements, while CSR was rejected on technical and manufacturing grounds.
CNR MA submitted the lowest bid. Because it is CNR’s first contract to supply heavy metro cars to the North American market, MBTA has negotiated a number of contract provisions designed to mitigate risk. Two manufacturing lines in Changchun will be dedicated to the project, a letter of credit will provide an additional $100m in security beyond what was required, and there will be a project office and regular meetings with MBTA.
CNR MA intends to invest $60m of its own resources building a final assembly plant and test track at a former Westinghouse site at 655 Page Boulevard in Springfield, which would serve as CNR MA’s US headquarters. CNR MA estimates the facility would create more than 150 manufacturing and 100 construction jobs. The contract requires 60% domestic content, minority and women owned business enterprise participation, and final assembly in Massachusetts.
The 152 Orange Line cars will replace the existing rolling stock and also increase the fleet by 32 cars to enable peak headways to be reduced from 6 min to 4 min. The Red Line order covers 132 cars to replace the ‘No 1’ series vehicles, and an option for 58 cars which if exercised would enable replacement of No 2 cars.
The new 100 km/h trainsets will provide capacity for an average of 15 more passengers per car, additional seating, wider and electrically-operated doors, four accessible areas per car to allow for ADA-compliant access even when one door is out of use, LED lighting, modern HVAC, automated passenger information, data recorders and CCTV with ‘live look in’ capability. The contract also includes spare parts, CCTV operator displays, gap mitigation Devices, LCD monitors, automatic passenger counting systems, and two training simulators.
The design process will take three years for the Orange Line cars based on China’s Type B and an additional 15 months for the Red Line cars based on the Type A. CNR will build an initial 12 cars in China. The pilot vehicles for the Orange Line are to be delivered in early 2018, with the Red Line pilot cars following about a year later. Production cars would be delivered at a rate of approximately four vehicles per month between winter 2018 and winter 2021 for the Orange Line and between autumn 2019 and spring 2021 for the Red Line.
The budget for the procurement of the Orange and Red Line vehicles is $801·3m, within a total project budget of $1·3bn, including depot expansion. This is to be funded entirely by state bonds.

Private capital gets more bang in China as economic reforms step up
Date: October 23, 2014
Elzio Barreto
Private firms have overtaken state-owned companies this year for the first time as the biggest drivers of investment banking revenues in China - a sign of how Beijing's reforms are transforming private capital's role in the world's second-largest economy.
Nimble and boasting efficient management, these private firms are taking advantage of the internet industry boom and business expansion ambitions to take a bigger share of the deal activity compared with state-owned enterprises (SOEs).
So far this year, about 78 per cent of the total value of Chinese sharemarket listings, rights issues and other deals has come from the private sector, Dealogic data shows.
This is up from last year, when the private sector accounted for less than half the total value of these deals. Between 2005 and 2010, when China's four largest banks and a slew of large SOEs were listed, private deals made up one third of the value.
Private firms are also increasingly favouring foreign banks to advise on deals, undercutting the likes of China International Capital Corp (CICC) and China Galaxy Securities, which had built their fortunes on helping public entities to list and buy rivals.
The shift comes as Beijing steps up broad financial and economic reforms to make the economy more responsive to market forces. China's Communist Party said last November the government would accelerate the restructuring of SOEs. Measures include allowing private investment in areas such as banking, transport, education and medical care.
The $25 billion US sharemarket listing in September of Alibaba Group - the world's biggest ever - has largely contributed to this shift. Alone, it generated $300 million in fees to banks.
Yet, the trend cannot be solely attributed to Alibaba. Companies such as pork producer WH Group, e-commerce giant JD.com and computer maker Lenovo Group were involved in nearly $10 billion in combined stock and takeover deals.
The flurry of private-sector activity has turned China into a fee generator for investment banking.
Thomson Reuters data shows that banking fees in China and Hong Kong were 55 per cent of the $8.74 billion made in Asia, excluding Japan, in the first nine months of 2014. This is up from 47.6 per cent a year earlier.
Fees in mainland China surged 54 per cent this year, making it the world's third-biggest fee-paying market after the US and Britain.
Its an interesting moment to contemplate the wisdom of Deng Xiaoping, in letting loose the drive of ordinary people, running their own business.

by fulltimestudent ini think i'm going to get flamed for this, but it needs to be said.. this kid is full of bravado, and if his head is as stuffed full of muslim ideology, as my head was once stuffed full of christian ideology, he probably believes that allah (the other face of yahweh) wants him to do it, and that if he dies in the effort, he will be rewarded in paradise.. before i post his story, please consider that the ideology of martyrdom, has both a christian face and a muslim face.

Violence has been the weapon of both sides in this 1000 y.o conflict. Does anyone really think violence will be successful in the conflict?
Kids like the one above are stirred up when they hear a report that relatives have been killed in a drone attack, somewhere in an Islamic territory. The Americans count it a succesful strike if they take out a fanatical muslim, and hard-heartedly count the civilian casualties as 'collateral damage.' But the fanatical muslim side, like the mythical hydra monster (later slain by Hercules) just grows a new head, and calls on fellow muslims to see how murderous the west is.
Hercules and the Hydra (c. 1475) by Antonio Pollaiuolo ( Galleria degli Uffizi ).
So far there is no modern day Hercules, able to slay the Hydra header monster, and every time a 'head' is slain 1000 new heads spring up filled with hatred and a desire for revenge.
Across the world some Muslims hear and commence plotting and planning to take revenge. How long before everyone is dragged into the evil swampy morass in which the hydra monster lived (go read your Greek mythology and see a likely source for the beasts of Revelation.

The confrontation between the CHRISTIAN west (i.e. Europe) and the MUSLIM world has a long history. Around 1095 CE Pope UrbanII organised an attack on Muslims west Asia.
But the Muslim-Christian confrontation was already centuries old. The eruption of the Arabs from the Arab Peninsula In the 630s the Arabs erupted from the Arabian peninsula and swept over the Christian Byzantine Empire's territories of Egypt and Syria. Over the next fifty years, under the aggressive Umayyad caliphs, the Muslims would launch repeated raids into still-Byzantine Asia Minor, twice threaten the Byzantine capital, Constantinople, and conquer the Byzantine Exarchate of (north) Africa.
What we are seeing now, is just a continuation of that struggle.
I cannot offer a solution.

Bankstown boy threatens Prime Minister Tony Abbott in Islamic State recruitment video
- Date: October 21, 2014
David Wroe and Natalie O'Brien
A Sydney teenager has emerged as a poster boy for the Islamic State, appearing in a chilling recruitment video threatening Prime Minister Tony Abbott and vowing the militant group will fight until it conquers the West.
Abdullah Elmir, 17, stars in a video posted on the internet overnight on Monday under the nom de guerre "Abu Khaled from Australia". He is dressed in military gear and holding an assault rifle, surrounded by several dozen heavily armed fellow jihadists.
The teenager ran away from his Bankstown family home just four months ago, taking his parents by surprise and raising questions as to how he had been radicalised and who had organised his travel.
The video comes as RAAF Super Hornets continue to fly combat missions over Iraq and a day after the Abbott government announced it had agreed with Baghdad to send Australian special forces to help in the fight against the Islamic State.
Abdullah baits Australia, the US and Britain to throw everything they have against the Islamic State and appears to threaten "tyrant" Western leaders such as Mr Abbott with beheading.
"To the leaders, to Obama, to Tony Abbott, I say this: these weapons that we have, these soldiers, we will not stop fighting," he says.
"We will not put down our weapons until we reach your lands, until we take the head of every tyrant and until the black flag is flying high in every single land, until we put the black flag on top of Buckingham Palace, until we put the black flag on top of the White House."
It is the first time the Islamic State, also known as ISIL, has specifically mentioned the Prime Minister in one of its major propaganda videos. It is also the most prominent role so far given to an Australian jihadist.
A spokeswoman for Mr Abbott said the video "again highlights the threat posed by ISIL".
"As the Prime Minister has said on many occasions, ISIL is a threat that reaches out to Australia and our allies and partners," she said.
The video is the fourth in a series called "Message of the Mujahid" which features foreign fighters, with previous releases showing British, French and Moroccan jihadists.
The Grand Mufti of Australia, Dr Ibrahim Abu Mohammad, urged Muslims to reject calls from abroad to commit violence against Australia and said it was "utterly deplorable for violent extremists to use Islam as a cover for their crimes and atrocities".
In a joint statement, the nation's peak Muslim organisations expressed "profound concerns and sadness" over Abdullah's appearance in the Islamic State video and said there was an "urgent need" to examine how and why the teenager felt the need to leave the country and fight with a terrorist organisation.
The family has previously expressed concerns that Abdullah was under surveillance by federal authorities while in Australia but allowed to leave the country.
Greg Barton, a terrorism expert at Monash University, said the video was "primarily a recruitment video", showing a youthful recent arrival to the Middle East in the spotlight among older, more seasoned-looking fighters.
"If you're trying to impress young recruits, it targets the fact that he's centre stage and conveys the message that you get straight into the action," he said.
Abdullah ran away from his Bankstown home in June shortly after his 17th birthday, accompanied by a 16-year-old friend known only as Feiz.
He told his mother he was going on a fishing trip before he disappeared. His family discovered that he had left the country only after he sent a text message to another family member asking them to tell his mother he had "gone".
The pair caught flights to Perth then Malaysia, Thailand and finally on to Turkey.
From there, they contacted family and said they were going over the border. Abdullah's family presumed he meant he was going to Syria or Iraq to fight. They have been calling on authorities to help bring him home.
Feiz was intercepted by his father while he was en route to Iraq and taken to Lebanon. Feiz returned to Sydney quietly last month.
Abdullah's family have said they are shocked and devastated. They believe he has been "brainwashed" and they want to know who paid for his air ticket and encouraged him to go.
They have described him as academically bright and caring.
