I've read better articles than this about women appointed by God in the Bible, but this one highlights it pretty well. I think Angus needs to direct this question at GJ - what about these women who had authority in the Bible?

This was a revealing interchange:
Angus: Deut 22:23-27 There was no other witness when she was raped.
GJ: but there were circumstances
Angus: yes - the circumstance was she was raped in the field. So is the scriptural basis really so solid for your 2 witness rule?
GJ: Cimcumstances can be the 2nd witness.
Angus: And yet, however, there needn't be a 2nd witness in the case of adultery to be determined according to your Elder Handbook.
This contradiction I don't think GJ had thought too much about.

Angus: couldn't the very real trauma of a young girl be considered as evidence and establish a 2nd witness? -

Angus: Do you accept that JWs don't report child abuse unless legally required? Is there a scriptural basis for this?
GJ: Prov 25:8-10 is one factor to consider. the 2nd issue 1Pet 5:2,3 - elder doesn't have authority over a family whether they want to report or not...or whether the accused wants to report.

Angus: who decides whether the wrongdoing has been established?
GJ: 2 elders see if there's a basis for the accusation before a judicial meeting.
Angus: Is it always necessery to use 2 MEN in this or could a woman be used in this preliminary determination is established?
GJ: (vague)
Angus: who makes the decision? It must be elders?
GJ: Yes
Angus: where is this in the Bible?
GJ: 1 Cor 11:3 (headship scrip) Men make final decisions.

PM: Is there a Biblical impediment to using a woman in the judicial process aspect?
GJ: Commissions suggestions good.
Women can be involved in all aspects up to the judicial decision process.
PM: Can women be involved in the judicial determination of whether the allegation is true or false? Is there room for a change in this?
Gj: Worthy of consideration. Yes it is possible.

Angus: Do you agree that a survivor should NEVER have to make an allegation in front of the abuser? -

Look - we all know everyone needs a release for their stress. What really used to stress me out when i was a kid was when my uncle used to sit on my chest and blow into my nose.
And think about it - nuns are typically women, so they are empty inside according to the WT - plus they're Catholic - so they already got two strikes against them when they step up to the plate. Trying to put a restriction on their masturbatory privileges will just make them feel paralyzed and will lead to greater problems.
I think the real focus should be on 'drunk women'. When you have a masturbation exacerbation problem - the nuns are just going to turn to alcohol and that will ruin it for the rest of us because there is nothing worse than a drunk nun (or woman for that matter) in a pub. They get really loud and high pitched screechy sounding like minnie mouse. I say let the nuns masturbate.
