IIRC, Ray Franz said that the two thirds majority thing stopped the GB from removing the blood doctrine. That there was always a simple majority in favour of its removal, but there were enough hardliners to block it under the two thirds rule.
Are there enough moderates now to create necessary changes to make the organisation truly kinder and gentler? Such real, rather than cosmetic, changes as the blood doctrine, baptism and shunning of children, allowing higher education and certain jobs that are off limits now.
