so what happens to a minor who doesn't have jw parents?
a young convert (not likely in this day and age, but not impossible) or a born in who was orphaned and adopted by non-jw relatives?

Mikejw, you just gave two examples of ways it could happen. And in the case of the kid who has "spiritual guardians" , they are not his "legal guardian(s)", so that kid is on his own!
In a population of 8 million, there are likely to be a few of these rare exceptions, I'm guessing.

It's not impossible, so there is the possibility that there will be kids hauled before the elders like they were in the old days, without adult advocacy.

The key word is "Christian". I read it to mean that only JWs can accompany the minor. In my example, the guardians are not JWs.
The wording clearly says that "Christian parent(s) or legal guardian(s)" can accompany the minor. I can't see any non-JW parent or guardian getting anywhere near that meeting.
That was only a couple of suggested scenarios. There must be more examples of JWs who are minors who don't have JW parents or guardians.

JW GoneBad, 14 disfellowshipped and more on restrictions? All sitting together at the back of the KH? There is a very real danger that they could start hanging out together and be each other's support group. I wonder if that ever happened in a congregation with enough disfellowshipped to make such a scenario worthwhile.

I've never been convinced that the WT ever had any clear idea of what constituted sin. The only sin that ever mattered to them was questioning them.

I think that that is the point. I said elsewhere that you can still be an arsehole, just try to look less like an arsehole (particularly when the world's governments are looking). It's ambiguous. It's something that they can point governments and courts to, but it hasn't materially affected much.
