Two witness principle? This is an ancient legal principle. Physical evidence - DNA, tissue samples, - etc. as presented by an "expert" may be the required second witness. Of course JW's don't have such experts in their congregations. If a parent wishes to pursue that route because they feel they have good cause then that is their choice. If a child can describe some unique feature of an alleged molester that could only be discovered in the process of molestation then that objective evidence becomes a 2nd witness. If it is simply the word of a child against the word of the alleged perpetrator I don't believe you have a case. Serial incidences with the same individual and separate victims may be interpreted as "collusion". If the law doesn't require notification of police for such incidents I believe it should be up to the religious counselors to decide what they want to do. It is the responsibility of "law" to protect the rights of the accused as well as the accuser.
