Or, it could simply be a business decision.
They are occupying extremely expensive real estate for what is essentially a manufacturing and administrative center. They can sell the property for a huge amount of money, build brand new facilities in a cheaper location, and redeploy the excess capital somewhere else - either put it to work, or invest it.
Now, I hope they are short of cash and are liquidating property to survive, but I doubt it.
It actually sounds like a pretty common sense piece of business to me.

Assemblies: Queues (Lines) at the Ladies, and taping over mirrors
by Duncan inthis topic sufaces here every now and again, with people reporting on the way that in some locations, the brothers tape paper over the mirrors in the ladies toliets, in order to speed things up and reduce queues.

Also, keep in mind that sporting facilities are designed for three hour events. I have never used the bathroom at a football game in my city. But, over the course of a full day of sessions, everyone goes. So, the demand at assemblies is far higher than what the place was designed for.
In addition, many of the older facilities were designed primarily for a male crowd. Some of them have high throughput trough pissers in the men's can, and fewer women's rooms.
I was once at a DC that was in an old arena (now torn down), where they converted several men's bathrooms to women's. The only men's bathrooms left, had no toilets. If a man needed a crap, he had to leave the convention. -

How Much The WTS Pays To Print And Distribute Its Magazines Per Item

on another thread i gave a what-if situation using 10 cents per magazine although i'm thinking that with the cost of the printing presses and software factored in it could be more.
who knows or can give a good estimate?

The company I work for publishes a magazine (along with other things). The circulation is 110,000. Before any advertising is sold, it costs us 81 cents per issue. However, 45 cents is postage, so the production of the mag is 36 cents.
Now, our magazine is usually 64 pages (double the size of a WT). It is printed on glossy paper, every page is four colour, we buy the articles and pay our staff. Also, our quantity is relatively small. We could produce a WT easily for 10 cents a copy - and that's Canadian cents, so around 9 cents US. So, with volunteer labour (although not free labour) and huge production runs, I would say their cost is no more than 7 cents per copy. -
