No, they are not. Paul said all scripture is inspired of God. He was referring to the prior writings and how they were the history of God's people and they were prophesies from God.

No, playing the lottery is not wrong. As the OP said, it is a few bucks a week. A person can spend $5 on lottery tickets or he could spend it on beer. Which is better? Why is no one questioning the beer purchase but they question the lottery tickets purchase?
The only reason that they say gambling is wrong is because of that scripture in Isaiah about the god of good luck.

They didn't expand the scope of God's law as the apostles did not have the authority to do such. The Apostles and Older men were not functioning as a Governing Body. They were functioning as a court. The job of a court is to state what the law is, not what it should be.
God's Law on blood is as stated in Gen 9:4.

And the apostles saying "abstain from blood" is not an expansion of the law. All 4 prohibitions were listed under "abstain". The apostles did not have the authority to alter God's law. If they did, it would not be God's law, it would be the apostle's law.

God has no law against the medical use of blood.
The only law is Gen 9:4.
The apostles and older men were not a governing body. Even with the holy spirit's help they can not expand the scope of Gen 9:4. Only God can. And he has not done that.

People are not disfellowshipped for offenses. Any of those such offenses are sins deserving of death with is no different than the sin we are born with.
People are disfellowshipped for not adhering to Christian principles of repentance towards any sin.
And celebrating birthdays is just plain worldly.
