I've seen this more than once.
A well-off elde, steps down temporarily while his dfd son "is kicked out of the house".
This is when the elder rents him an apartment, pays all of his bills, provides a car, and a credit card. Then, he get's back on the elder list. "Hey, he's not under MY roof."
Meanwhile poor elders keep their destitute dfd son in their house, and do not serve as elders for several years.
