How could this policy applies to elders and the R&F, if they never have seen this policy?
par. 24 in this policy:
"This policy will be made available to any members of the congregation who make the request."
How could any member request it, if not even the elders know about it?

check out the new jan 2015 study wt, article, they offer themselves willingly.
they give examples of young and middle age brothers and sisters who are selling their dream homes, uprooting their lives, etc, to move to help w/ building branches, etc, and how they know it's only temporary but not worried about what happens when they send them home.
they then say will you put jah to the test and see if he won't open the flood gates of blessings for you.

friends.. i'm sure you will all be encouraged by this nice story related to me by a brother in my old congregation.
4 year old "jana" (not her real name), is from a witness family in a middle sized city.
she has faced many challenges in her pre-school class.
If the story is true:
Jana has learned to say this --> to get a reward from the JW-people around her.
Jana also will tell us, how thrilled she is to go out in service & to the meetings. "how lovely....."
After learning TTATT, she will tell us the truth (how boring all the stuff was and how much she hated going into fieldservice).
They fixed it.
