The point is that there is clear evidence of racist policies in policing, sentencing, job hiring and interview practice, etc., that create this situation, which re-enforces the cycle.

My point is that the fact that the urban areas in the US most affected with street crime are mostly black, is an actual thing. The fact that this high level of crime in the community sends a high number of black men to prison is an actual thing as well

That is the angular momentum coming out of the solar system's contracting disk. the scattering from the mean of ~ 10,-- +/- .75% you will find in most scientific observation data. with due respect: Saturn rotation 10 hrs, at 10 AU distance, 21 % of all the planetary mass.
Jupiter rotates at 10 hrs at ~ 5 AU distance 71 % of the total planetary mass;-- ergo: 92 %of all the planetary mass rotates at 10 hrs, in angular momentum terms also the Earth Moon system.
Respect aside, Jupiter rotates every 9.925 hours, Saturn at 10.6733. expressed using percent of mass rotation per hour using your numbers, we see that MOST planetary mass is rotating at 9.288143 hours, so still, no, most planetary mass doesn't rotate at 10 hours.

Mercury is about 59 days, Venus is 243 days, Mars is 23, Jupiter is almost 10, Saturn is 10, Uranus is 16, Neptune is 16, Pluto is 6 days. So no, most don't rotate at 10 hours.
