Seems like a I saw a portion of that clip in a movie Denzel Wahsington was in, about Malcom X, ie he played Malcom X. They showed that on TV as being happening at that time. If that is true then that is not recent
or it was one of those movie "typos" like having a 90's car in a movie set in the 60's.
