When this letter was read, I thought it was an attempt to manifest some sort of internal charity - except that it's thrust
was to gather names of the displaced rather than provide help. It acted as if the help was already there.

On the surface, the part read to the congregation looks like the WTS is interested in making sure that everyone is accounted for, safe, have accomodations and effort is being made to make repair or rebuild. But the real reason for the letter is in the PS to the PO where it talks about the daily theocratic schedules of the brothers being disrupted and the elders needing to help them get back into a daily theocratic routine of personal study, meeting attendance and field service. That's what its all about...keep the workers working.
