You need a license even if you are not watching terrestrial TV which includes the BBC but just satellite TV. Some people claim they have a black and white TV to pay the much lower fee.
How do they check out if someone has a TV card in their PC? Will they open it up to check?

I don't think the judge made his decision based on the woman's assertion that JWs never lie. It seems that the man involved in this situation did not have clear proof to his assertion regarding the TV license. Lacking clear evidence, the judge dismissed.

A WHITLEY woman walked free from court after claiming she was incapable of lying.
Reading magistrates heard Jehovah's Witness Emma Wright, of Brixham Road, make the claim while defending accusations of watching television without a licence.
Despite admitting she had signed a form stating she was watching television without a licence, the 33-year-old claimed Hakam Singh, a licensing officer for 14 years,did not come in and check the TV.
Mr Singh claimed she had let him in to check the television, and he flicked through all the channels.
But Mrs Wright claimed it did not work, and she only had it for her son's Playstation.
And because there was considerable doubt, Mrs Wright was free to
go.
Sounds to me that because neither story could be proven true beyond reasonable doubt, the judge let her go not because he knew she was telling the truth.
