my last alsation was a crater boy and turned our garden into an interesting landscape, can you not just give him his own bit of penned off garden and then anytime he starts digging in yours hes removed to his bit where he can dig to his hearts content,if you consistantly keep removing him to his own area as soon as he starts to dig he'll probably catch on eventually and that way he doesnt wreck the whole garden and can have his diggin pleasures too.

When you are there give the dog as much attention as you can. If the dog is allowed in the house this will help because if he is just with you he thinks it is attention. Remember dogs are pack animals and are very social. As was mentioned it could be anxiety, from being alone. The toys are a good idea also. However the most important thing to the dog is his pack and the packs acceptance of him.
For more dirrect action go to every place he is digging (watch for new spots also) and sprinkle in some cayanne pepper. I know this sounds mean but while it does cause the dog discomfort, it does not hurt him as much as it would you or I if we got a nose full. He will smell it long before he stuck his nose deep in the hole.
If this is an older dog you may not have much success, but if this is a puppy then just accept the dog as a part of your "pack" and follow the other steps as needed. Puppies do dig a lot. I almost forgot, if it is quite hot where you are he may also be trying to get cool by laying in freshly uncovered ground. Go and dig down about 3 inches yourself and touch the dirt and you will see it is about 10 degrees cooler than the ground at the surface.

get a spray bottle . take a head of garlic break the pieces off and put in spray bottle of water. let set about 4 hrs and then spray where you dont want any animals . My sister says this works to keep critters away from her fruit trees and veggie garden. Hope this helps

Without having worked wiht the dog, the first thing I would look at is whether or not your dog is getting enough exercise. Shepherds are working dogs and need alot of exercise. His digging could be a result of that lack of exercise.
You have to be aware of the dog, and begin to look at the times when he begins to display anxiety, and wants to dig. Correction must be consistent, and firm, but not angry or with you in an anxious state. The dog can sense this by the odor you put off. You must reinforce to the dog that you are the pack leader, and that they can only behave in a manner and at a time that you allow them to.
Just an opinion of someone that trained dogs before The Dog Whisperer got popular.
