Can you give us an update on your sister's present condition? Can she still not use her hands?
...and please, I don't mean to offend, but your profile says you are twenty two. Are you and your 13 year old sister alone in the world? Are there parents or grandparents?
I would urge you to do whatever you can to get your sister somewhere where she can be seen and appropriately diagnosed as soon as possible - Children's Hospital sounds like a great idea.
I think that more important than praying is saying the words "So, Doctor, what is it?" to a human being who is trained to give you a professional opinion.
