2) Make it 1 hour meetings
3) Dress clean, that's all

Burning down the KIngdom Hall would improve attendance,but only once..LOL!!..Perhaps something more long term..How about a fully stocked bar,strippers,a decent kitchen,a few pool tables,and some gambling..I`d go to a Kingdom Hall like that!..We could call it a Kingdombar Hall..LOL!!...OUTLAW
