Certainly not in the congo (plus all the neighbouring ones) that I was in and I believe that is generally the mindset of the typical JW they understand nothing about brotherly love though they claim to be the true religion. It's an attitude that comes from the top. Most of the early Christian Churches (at least up to the 4th century) had a fund for helping widows and orphans and the dubs are supposed to imitate them. Yet they can't live up to the name they assume.
Honestly, do JW's practice this?

I'm sure that there would be more love in the congregation towards the inactive if there was no shunning policy towards the disfellowshipped.

From what I remember, when I was younger, at the end of the bookstudy, they would say......"sister such and such could use some encouragement......would someone be willing to go call on her?" Hands were always raised.
(but that was like 20 years ago)
