What was the reasons he refused VA care?
My gut feeling was that he had a "death wish". He was travelling across the USA on foot, living under bridges. . . drinking himself into oblivion. . .

i, on the other hand have a very different viewpoint than most of you
maybe due to the last 10 yeras of hardship etc i have experiences,,,,
i have a store front business in the dtn core of a small city
we have more crime per capita than any other city in b.c. canada
there is a drugstore next to me ,,,has a methdone program, actually all pharmacys have them,,,the people i see going there, i also see goint to the crack house on my street,,,,,i would say almost all of the homeless are so due to a choice, whether it is due to mental illness ( our wonderful government closed most of the facilities that might have helped a few years ago) or drugs
or a combo of both,,,but i, too, also, say,,,but there for the grace of god go i
i also spend a lot of time chasing them for theft,,,carry mace in my pocket,,,lock my shop door when i am in there alone,,although i pretend to the public i forgot to unlock,,etc
i am quite torn as to my feelings with the homeless

Blanket definitely, even a towel. If you're up for it, you can buy a never-die torch (shake them to charge the capacitor) for about $5. If you ever get to talking to him, find out if a clean change of second-hand clothes would help him get a job, if he wants one.
