12:46. It has to do with your time zone offset on the board time rather than your PC clock time.

My clock says 5:10 AM, Mountain Standard Time, and it matches the time stamp.
My pet peeve is that the cable shows either announce East or West coast times, where all the people are. I'm constantly having to do the time dance in my head to figure out if my show will be two hours earlier or an hour later than they announce.

When people register one of the things they have to fill in is their local time relative to GMT. As long as this was done correctly all post times will appear in their local time.
