Just read it again - the line at the bottom is excellent.
"Make no allowance for remembering past orders or explanations. Make each letter complete in itself"

Those are the days when the dub organisation was not strictly regimented run as if it were an army nowadays and since a long time missing meetings will quickly get the social control mechanisms into action.

The org became ever more intrusive in the lives of its members.
