Eliminate COs altogether. Install a TV set in every KH in the world and have Max Headroom deliver the talks. He always wears the right color shirt and a tie.
What other cutbacks for WTS can you suggest?

Havent they already done that. The gb no longer run the business of the watchtower. The wt is now run like a business with lawyers running interferemce.
They have to keep the gb in place for appearances, but I doubt they have anything but a bare minimun of influence of the direction of the society.
