Could very well be.
I have a hunch that sometime in the next couple of years, in a "Study Edition" Watchtower, there will be a series of articles on the tithe. How it was beneficial for pure worship, brought joy to the Israelites, yadda yadda yadda.
And the clincher in the final paragraphs of the final article will be something like this:
"True, we no longer live under the Mosaic Law. However, the principles it contained provide a fine guide for how to live our lives today. Just as the Israelites set aside a fixed amount of their income for pure worship, many true Christians today do likewise. What a fine goal to set aside 10% or even more of our income every month to support the Society's worldwide work! Be sure that Jehovah will bless your efforts if you are able to do so."
...thus hinting that "mature ones" would be giving 10%+ of their income. If you're not giving that 10%, well, you're not very "mature", now, are you, brother? What's 10% of your pre-tax income? Just a drop in the bucket!
I often think the Society must be insanely jealous of the Mormons, for whom the tithe is one of the principal tenets of their faith.
