Because somewhere there is an unwritten law that says that sisters have to wear skirts to the boasting sessions and in field circus. Pants are not allowed, no matter how cold it might get outside. Virtually every hounder will enforce this rule.
Note that men are supposed to wear that hot coat. This is fine when it is extremely cold, but not when it gets hot. This makes no sense: "brothers" are supposed to be uncomfortable in heat, while "sisters" are supposed to freeze. They seem to not want everyone to be comfortable at a similar temperature.

I mention this to an elder once and I said that the NT only recommendation on clothing was that we be modest and I said not dressing according to the weather was not being modest because we would look like a bunch of extremist that did not care for the well being of our brothers sisters.
His answer was " deuh, I never thought of it that way" of course not he was not "payed" to think but to obey.

It's a hangover from the early days of the WTS when in general in the community, women did not wear slacks, and definitely not to religious meetings. Perhaps working in the garden. Notice on TV from that time that mothers wore dresses even to clean house.
The rules don't change because the influence is still that of men from that generation that prevails, even though most of them are dead now. The new generation is afraid to make changes even though most of the women in my office workplace wear slacks or pants. Men can't wear beards or sports jackets on stage. And ties can't be too colorful or too wide or too narrow. String ties were popular out west, but even that can be a no no when the CO comes through.
It's all a matter of control. If every high executive woman CEO work pants, it wouldn't change a thing. Remember Eve wasn't created wearing a skirt.

And each congo has its own additional rules about skirts...
- A sister from our congo moved to another one and she was told to start wearing longer skirts, or else... She was half inch from disfellowshipping apparently.
- In other congregations to have a little cut in the bottom of the skirt is a mortal sin. While other congregations don't care.
- I was in a congo where fitted (not super tight) skirts where immoral. And hippie skirts where the more spiritual ones.
- Some congregations kill (spiritualy) people just for wearing skirts with logos or cute characters.
I don't get me started on shoulders showing, white shirts, flat ties, pionner shoes, appropiate haircut, one day old beard, mustach, lipstick, and the new rule: What to wear in a Hotel or restaurant after a convention?
The poor sisters need to run every piece of dress to 5 different people before it is approved.
Why don't the WT send a WTPenney catalog for sisters, so everybody know what is spiritual clothing and what is worldy clothing? I think they just need to borrow models from upcoming Burkas Fashion 2008.

boy the responses are becoming very interesting according to my experiences the hall that i am in right now i wear skirts that has bright colored flowers very worldly type. For example when i stand the skirt comes up to my knees but when i sit it comes over my knees exposing my thighs and to everybody else its not a big deal. one day the sisters were giving my little sis grief about her cleavage (she has a nicer fuller rack than i have) and supposedly causing the males to stumble. but 4 my case no matter what i do to change everybody loves my ensemble (i very trendy and up to date on styles). oh don't even get me started on shoes!!

How is it even humanly possible that jw's do not find this apparent obsession about everybody else's appearances as strange? And why would any clothing 'stumble' anybody if they were really there to study the word of God instead of their neighbors ass (or higher)? just sitting here still shaking my head at this crazy cult.
