I have an inkling...
I use to wonder that myself. From what I have learned the belief Jaracz is in charge is based on the writing's of ray franz in CoC. Looking back on my time at bethel, Jaracz was a mover and shaker. Of all the GB I met he was the most direct and buisness like of them all.

I had personal experience with Teaching and Writing, so I found Barbara Anderson's story interesting. I never knew her since she'd left before I was on the scene. But I knew Lance and Wendy (maiden name Bryant, I think). Reading what she said explained some things I wondered about in the Writing Department.
The old-timers of the list are Teddy and Brother Barr. Br. Barr (he was typically called Jack, as I recall) and Mildred are a couple of the sweetest, most sincere, and humorous in the Bethel family. Ted and Melita Jaracz have the souls of JW Nazis. They would be delighted to see everyone that doesn't belong to their religion die. Every JW should be uneducated, spending all their time reading the NWT Bible and preaching, and giving every last little bit of cash to the bOrg. And this whole child molestation scandal is just some spiritually weak and perverse children that are making the whole thing up to get some cash. If Jaracz was wrong, I can't imagine that he would actually ever admit it. And Jaracz hates computers... and I think that computers hate him, too.
The others are all newbies. Tony Morris is a really nice brother, but I don't see him as a skilled leader. Jackson and Splane are knowledgable and experienced, but more the 'stay the course, trust Jehovah' type. Herd has strong opinions, which are just opinions, and not great health. Lett, Losch, and Pierce, just struck me as odd.
I imagine that there are fiercely differing opinions on some things. Consequently, I can't see any remedy to things like the child molestation issue. Things can't be acknowledged or changed, they'll just hope that Hover will make those evil children and the Satanic media disappear.
That's my opinion and I'm sticking to it... until I change my opinion.
... oh, and did I mention that I don't like Ted Jaracz? I don't. So there.
Yes. I was there (insert sigh here).
I worked in the same building where Theodore "Cult Leader" Jaracz worked (the 25 Building 10th Floor). Same floor where many Governing Body members work. As a Bethelite, it was a (insert gag here) prvilige to work so close to them. Anyways, I peeked occasionaly in his office. Nothing special was found but some porn. Just kidding.
I can remember talking to him on 2 occasions. Once in the hallway and once on the street. Sometimes I had dinner with him. Just as has been stated, he is busines like and doesn't like to chit chat. Not charasmatic at all.
He will be in charge until the day he dies. He runs the place like in the matrix and all the "agent's" are all the other GB members ... NOTICE: HAND PICKED BY JARACZ HIMSELF!
