In Columbus Ohio it is not against thye law for a woman to sunbathe topless in a city park.
Recently, a firefighter walked by a woman who was sunbathing topless and they began talking. She playfully put her foot on his body and then asked him if he would show her his penis. He unzippered his pants and complied. Suddenly, he was arrested by cops and the police "decoy" who was topless made it happen.
