On average, about 1:25 - 5 elders to 120 r/f.

1 to 17.14 back in Cleveland.

We had 15 elders and 114 publishers and they were still too busy to shepard the flock.

In child Daycares, there's a mandatory Teacher to Child Ratio.....sounds similar.

I was an elder in a Florida congregation. Because of the number of retired individuals in Florida we had over 10 elders. I think at one time it was 12. We had an average of 120 publishers.
That changed over time because eventually the congregation split. The growth we saw was not from field service but rather from transients moving from the cold north to the warmer Florida climate.
