Can a Witness go to ANY Kingdom Hall they want ....... or are they "assigned" to a certain one according to where they live??

You can go to any one you want, but they will expect you to have your cards transferred there so the elders will check up on you. It might give them gray hair if you went to a different one each week. It's hard for them to know if you are attending. You will not be viewed as a game player and men will not be given "privileges." If you have privileges, they can demand you go to a certain kh or lose them.
It could be a way to irritate them if you are stuck still attending and want to exert your independence.

People assigned to the congregation get "privileges."
They are called "privileges" because the title is coveted. In reality, privileges are assignments of more work.
The work can be that of working behind the literature counter, distributing magazines and books.
The work can be that of a "Ministerial Servant" or "Elder." Ministerial Servants are in charge of the work
around the Kingdom Hall and report to elders. Both are given many assignments to conduct meetings and
give talks.
The work can be that of reading the WT paragraphs during the meetings, or being responsible for carrying
a microphone to people that comment during the Q &A sessions.
Men are also offered the privilege of being "attendants" at their assigned congregation. This allows them to
pay less attention to the boring talks and dictate when people should "shush" or take their crying babies and
spank them for disturbing the indoctrination session, and it allows them to feel the power of telling latecomers
where to sit.
For the ladies, there are not many responsibilities. There are 5 minute talks for members of the Theocratic
Ministry School- you need to attend your assigned hall regularly to be in that. You can be interviewed during
the Service Meeting for your exemplary service or be asked to "demonstrate" a way to offer the literature to
people by coming to the stage for a quick skit. The highest privilege for ladies is that of Pioneer. Men can
do this also, but the majority seem to be women. Pioneers are given the privilege of an average of 70 hours
per month in the literature selling work, and making of recruits disciples. Also, privileges even include being
told to clean the toilets and vacuum the rug.

Unbaptized men cannot carry a microphone or read the paragraphs or be attendants.
These are carrots held out for them to get baptized for. (Yes, some men get baptized
so they can do more of this work.)
Unbaptized ones can volunteer to help clean the toilets, and if they are approved, can
go out selling literature, but not as an assigned pioneer.

Do what you can to prevent that.
Have them read COMBATTING CULT MIND CONTROL by Steve Hassan
and CRISIS OF CONSCIENCE by Ray Franz (former Governing Body member).
Get information about JW's from freeminds.org and jwfacts.com (and other places
easily found by googling Jehovah's Witnesses.
Also, look on Youtube under "Jehovah's Witnesses" or at least tell the close relative
to do so.
