I can't pull up the article, but for a while only the father could count anything- time, bible study or RV with minor children. They also limited it to 4 hrs. per month, no matter how much time you actually spent. The only way a lady could count the time and study was if she was "the spiritual head of the house" due to unbelieving mate or single mom.

This is a change.
Previously, hubby and wifey could only count a TOTAL of 4 hours per month betwen them. If they wanted to split it up 2 and 2 that was OK, provided the wife conducted in his absence. And, unless hubby was on the road for the whole month, hubby would always count the BS.
Now, they can EACH count 4 hours per month or 8 hours per couple.

It's impossible for the JW's to put in 1 Billion hours a year of field service because there are not that many hours in a year!

I could have counted those hours. To think, I was inactive for a couple of months while pregnant due to toxemia and yet, all along, I was conducting a Bible Study with my child. Geez, how dumb can I be?
