That's because it's local news, not national news.
"A load of army guys had a secret meeting about something" is not news, whereas "A load of army guys had a secret meeting about something in our town" is.
perhaps the military also have an economic crises to deal with
Fear mongering over the top sensationalism with nothing more to bring attention to the article and the person who
wrote it, this happens quite often in net journalism.
The Watchtower Society does the exactly the same thing.

The military is always playing w scenarios and contingency plans. It's what it does in it's spare time and for fun. It's it's job to be prepared for all possibilites. If it weren't and something happened, people would be screaming about that.
