CA has ultimately screwed themselves w/ this move. If I were a CA resident, I would march into the payroll department tomorrow morning and change my filing status so that I would either get no refund or even owe a bit at the end of 2009.

I dont know.... I think I would still file my taxes in a timely manner. Just because the department of revenue can hold your tax return doesnt mean that they wont assess fines and interest to any amount you may owe to them.
I didn't say don't file on time - I said don't be in a hurry to file. A lot of people file early if they are expecting a refund - that includes a lot of businesses. This year they don't have to stress out by rushing to file to get that refund back- they can take right up to the filing date. The state also passed the legalities of forcing most of their employees to take off 2 unpaid days per month until June 2010. sammieswife.
I wonder what happens if someone owes taxes, and puts a hold on paying them for 30 days past April 15 because they are having legitimate financial problems.
This country needs a Tax Revolt. If enough of us do it, they can't stop us.
