Sand has to be dug out and transported which requires powere and then has to be chemically treated to make glass and heated which requires power.

Will there be electricity? Will electrons hop from one atom to another when a force draws them?
Who knows? In order for this mythical "new system" to exist, a lot of natural laws are going to have to change. So who knows whether electrons would even behave the same way to make electricity possible?
