The WB&TS doesn't have to tithe, because the members are pressured to produce, distribute and purchase the products of its publishing company, n matter what their income level.
Good point which links witnesses' "publishing" activity with an indirect form of revenue-gathering for the organization. The only "weakness" with this way of revenue-gathering for the WTS is the less active the witnesses become, the less literature they distribute and then the less literature they order from the Watchtower Society with fewer bucks being made.
On the other hand, tithing has the virtue of being automatic and not linked to preaching activity. Again, the Watchtower's way of revenue-gathering is cumbersome and dependent on the witnesses being active - which we know at least in Western countries is an ongoing problem for the Society. Hence, there have been some threads here discussing the Society's "latest" attempts to drum up business.
