That is White Sands, New Mexico. The site is the White Sands Rocket Test Facility.
What the rocket is sitting on is a rocket engine test structure . The rocket is harnessed to the structure so that it stays put. It is a historic site and has been in use since captured German V2s were tested there in the 1940s.
