What the rocket is sitting on is a rocket engine test structure . The rocket is harnessed to the structure so that it stays put.

That is the Baikonur Cosmodrome. Kazakhstan, formerly USSR. And it is a rocket test facility, and it is historic because the first satellite and first human in space were launched from there.
